Action Item 1:  Email your STATE (not U.S.) Representative

Find your State Representative at http://www.arkansas.gov/house/reps.php, then go to his/her web page, and send a web form email.

Suggested Message

SUBJECT:  Please support/sponsor legislation to restore open carry rights in Arkansas!

Dear Representative ________:

I ask you to sponsor legislation to restore the right of Arkansans to open carry holstered handguns.


The facts are pretty stark - Arkansas is one of only 6 states banning the open carry of handguns.  Of the 44 states which allow the open carry of handguns, only 14 states require any license to open carry.  See map at http://www.opencarry.org/opencarry.html

And despite the widespread open carry rights outside of Arkansas, a recent FBI study that essentially says that bad guys don't open carry.  See Anthony Pinizzotto, et al., Violent Encounters: A Study of Felonious Assaults on Our Nation's Law Enforcement Officers, FBI (2006) (finding that violent criminals carefully "conceal" their guns and "eschew holsters").

It is well known that the requirement to conceal a normal sized handgun can be difficult, especially in Arkansas with our extreme heat and humidity, since a person will usually have to wear a jacket to properly conceal a handgun and to avoid "printing.” Failing to achieve proper concealment could cost on their license.


A growing number of Arkansans have signed an online petition at http://www.petitiononline.com/ARPFOCOH/petition.html to restore the right to open carry in Arkansas.

As the DC v. Heller decision made clear, the Constitutional right to "bear" arms relates to the carrying of unconcealed guns.  Slip Op. at 10 & 54-57, available at http://www.scotusblog.com/wp/wp-content/uploads/2008/06/07-2901.pdf

I don't live in Arkansas (although it's my home state), so I don't have a rep to contact. But I have gotten three signatures (so far) added to the AR petition.

I have a blog on another one of my favorite CC forums about the Arkansas petition and I keep it updated there.  I'd like to invite some of my fellow Arkies to defensivecarry.com anytime they feel the need for something more.  Very good resources and sponsors.

I opened the USA Today this morning and saw an article about open carry that mentioned this site. Joined today:D I had no idea that open carry was allowed anywhere or even being thought about. I have had a CCL for about a year or so and love the idea of OC. It's hard for me to find comfortable CC holsters. I bought a LCP for pocket carry, even though I'm not a .380 fan at all. But it is a very easy to carry gun. I am very excited to see a site and an organization like this. It makes being an American feel good, in a time where being one is becoming a hard thing to do. Where do I sign the Arkansas petition? Sign me up!
