hi my name is matt i have been open carrying in pa for over a year and almost every day sense i turned 21. tomorrow i leave for Delaware for the annual gravely mow in. i applied for my Utah permit so that cc would be an option but i have not received it yet. unless it is in my mailbox now i am not going to have it. anyway i wanted to know about the law on carrying in a car and on foot openly without a permit. and anything i need to keep in mind while doing so.

in the car it must be in plain view or unloaded in the trunk
on foot open carry is legal everywhere except in the city of Dover . (i think )
however you would probably be stopped and detained in the Wilmington area for OC'ing

Wilmington and New Castle county aren't near as bad, for open carry, as many seem to believe. For some examples of those carrying in DE, New Castle and Wilmington look here for several open carry logs.

yes oc in the city limits of dover is off limits unless you have a valid concealed permit.

I'm sorry... but when I read that just now I spewed coffee on my keyboard. You need a concealed permit to carry openly? (In an open carry state?) What's the city's motto? 'Bend over in Dover'?
Anyhoo... anybody know of or near 'War Relics'? Go there and buy my P-38... all matching numbers, waffennamp marked 'n a great bore.

This is incorrect. Dover city code prohibits open carry... Even with a CDWL. they are grandfathered from preemption. You can not open carry in Dover even with a valid conceal carry license.

about 15 miles from war relics, go there couple times a year. Jeff is a character. great wallpaper. lots of older stuff, but he seldom has what I want. it is still a great place to stop and shoot the shi!

You can not open carry in Dover even with a valid conceal carry license. dover prohibits carry except with a ccdw and "in accordance with the license". there is nothing in the statute that specifies that it must be carried cc, but it starts:
(a) Prohibited. It shall be unlawful for any person to have in his possession, carry or use a revolver or pistol of any description, a shotgun or rifle which may be used for the explosion of bullets and cartridges, or any air gun, BB gun, gas-operated gun or spring-operated gun, or any instrument, toy or weapon commonly known as a "peashooter," "slingshot" or "beany," or any bow made for the purpose of throwing or projecting missiles of any kind by any means whatsoever, or any knife, whether that instrument is called by any name set forth above or by any other name. (b) License. The weapons prohibited in subsection (a) of this section shall be permitted upon the grant of a license therefor, if required, in the following situations: ... (6) State license. Possession, carrying or use in conformity with a license issued by the state for that purpose in areas approved by the chief of police, and only then when used in such a manner that shall not endanger persons or property.
§ 1441. License to carry concealed deadly weapons. (a) A person of full age and good moral character desiring to be licensed to carry a concealed deadly weapon for personal protection or the protection of the person's property may be licensed to do so when the following conditions have been strictly complied with:
which could be construed to mean that it must be cc'd. some people read it that oc would be legal with a ccdw, some trhat it must be concealed.
