Kansas is working on a resolution to now declare sovereignty, hoping to jump on board with numerous other states

Sure hope it passes and does some good. The feds have had way too much power for far too long.

So, if the resolution passes (in 1 or more states) and the federal government agrees, could anyone provide concrete examples of what would change?

As of March, the bill had not progressed.  It was in hearing and the state web page shows no additional movement of the bill since.

Time for those who are concerned to contact your representatives and ask what the problem is.
