| finally got around to sending in my application today, with copy of my CT, and the fee, how long normally does it take?

Time was they'd turn it around in less than two weeks... I'm surprised to hear a 7 week delay.

My check cleared on 6/4/2008 and I am still going to the mail box everyday like a little kid expecting a surprize... no such luck yet...

| Took me 4 days in '03. But then I had had a resident permit for 15 years while living there. Everything is slower these days.

Okay, here's the thing guys - the Department of the State Police is violating the law by taking more than 14 days to issue or deny your licenses.
The non-resident licensing is covered under the same provisions of law as resident licensing, RSA 159:6, which states "The license shall be issued within 14 days after application, ..." No distinction between resident and non-residence issuance here.
If they don't have all the information they need to make a final determination, tough luck - they must issue the license by the 14th day and then revoke it if a disqualifying information turns up later.
Please get in touch with GO-NH attorney Penny Dean via the GO-Phone at 603-225-GONH and provide as much relevant information as you can - the date of application, the date your check was cashed, etc.
We've had the same kind of problem with towns as well, and it gets tedious forcing law-enforcement officials to comply with the law, but as they say, "eternal vigilince is the price of liberty."

I called GONH and spoke with Penny Dean who gave me great direction in the matter. Today I called the State Police and spoke with a lady who told me that they are expecting some ribbon for their printer (i guess). She said they have been out of printing ribon since April(ish). She verified that they had my license and said that it should be sent to me the first or second week of July. Well within my need to have it, so I am pleased and will certainly be expecting it soon.

So, based on what you're saying, they're admitting that they're violating the law.
They should issue you a temporary license RIGHT NOW, Express Mail overnight - perhaps a notarized letter on State Police letterhead - and send you the permanent license printed on the PVC card when they finally get their ribbon.
And "out of ribbon" since APRIL? And I don't really buy it that Zebra or any of its distributors is incapable of producing and delivering even a custom holographic ribbon in less than three months. The typical multi-color ribbons are only good for about 200 images each - did they forget that they needed to buy them or something?
See, this is why Alan Gura should NEVER have conceded that licensing is acceptable under the Second Amendment.
 
I don't think that the DMV would simply not issue driver licenses for three months if they ran out of ribbon for their Zebra printer, do you? The law is very clear: the State Police have 14 days to issue or deny, period. We're going to have to go have a word with them next week. If it comes down to budget, I'm certain that the GO-NH board would be delighted to issue a grant so that they can afford to buy printer ribbons.
Zak, I spoke with the President of GO-NH about this, and he agrees that it would be a good idea for GO-NH to go talk to the State Police about this problem.
If you could give Penny your personal information, it would be helpful in discussing the issue with the State Police. Your name, address, which state's license you used to meet the requirement, especially the evidence of your check being cashed - the check image from the bank would be ideal - we want to be sure that we don't go off half-cocked when we go in there to speak with them, or not have enough information to keep from being buffaloed by an experienced bureaucrat. Also, we need to be sure that they make the expiration date correct - it needs to be in the month of your birth at least four years from now. For instance, if your birthday is in December, your license expiration must be at least December 2012 or later - NOT June 28, 2012.
