Hey all, my wife and I will be traveling through RI later this year, and I was wondering about how well they recognize out of state carry permits. If I am reading 11-47-8 correctly, we'd be fine since we do not plan to spend any time there. We will be getting off the plane, arming up and driving to MA.
The relevant section is "...The provisions of these sections shall not apply to any person who is the holder of a valid license or permit issued by the licensing authority of another state, or territory of the United States, or political subdivision of the state or territory, allowing him or her to carry a pistol or revolver in any vehicle or conveyance or on or about his or her person whether visible or concealed, provided the person is merely transporting the firearm through the state in a vehicle or other conveyance without any intent on the part of the person to detain him or herself or remain within the state of Rhode Island...."
Am I reading this right?

It would appear that since Rhode Island does not actually have reciprocity with TN (or any state), that the bolded and underlined part above would be illegal anywhere outside your vehicle. Personally, I wouldn't wear the gun in Rhode Island. Once you step out of the vehicle, it appears as if you would be illegal. What if you are stopped, the officer asks you to step out of the vehicle - now your gun is illegal outside the vehicle.
I don't have any Rhode Island experience, though, so maybe I am way off.

The MA permit is in process. Non-resident permits are actually easier to get than resident, as long as you have an out of state permit.

RI Cops do not know gun laws.... at all. I promise you this. I have had numerous experience with this in Rhode Island.
You are right RI 11-47-8 recognizes any permit issued by any state, territory, U.S. Possession, or the District of Columbia as long as you are passing through the state. By landing at T.F. Green, getting a rental car, and driving to Mass. That is passing through. Now, if you stop at the movie theather, that probably would not hold up in court as passing through.
Keep in mind that we have no case law on this at all.... so if you open carry you do so at your own peril.Even though the exemption you have in 11-47-8 enables you to open or conceal carry.

Of course you could always plead the 5th if they try to get you out of the car.
Should go over well.......
The only other prolem you have is if the plane is rerouted, stranding you with your
gun and noway to "travel". Or delayed so much you can't get your car that night.
Or god forbid you land in the hudson where they do not allow guns.
It would be interesting to see how the airline handles trying to make a criminal out
of its paying passengers.
