As a Texas Native from Bryan, living abroad in the Army. I would say follow the tenth amendment and get it passed in Texas first.  This sets an example for the other states to follow and we would have more support around the nation. If one sqeaky clean guy then challenges the paying for a CPL,CCW or what ever his/her state calls it.  More defenders would come to there aid.

 we have sent our collective greivances, i say  march up to the capitol  petition in hand, white flag broadly displayed. all carrying of course.  remind those a**holes who serves who. if the national gaurd shows up, they should side with the constitution. with us. the cops will try to catch those leaving. and we may be taken from our beds in the middle of the night. these anti-terrorism laws are made against us as well. hold not the founding fathers in such high regard, they seem to feel one way (the constitution) and act another. whiskey rebellion, slavery there are many others but these will be the most recognizable. i like the statement made in 'The Patriot', i would have one tyrant 3000 miles away rather than 3000, one mile away. by allowing one man to govern another, places all at risk. politicians are probably more corrupt than the cops. for the most part, cops are ignorant and viscious. politicians are petty and greedy. the addage of  if you can't beat em join comes to mind. yes it would be a lot of money, but how many lives would be saved? though i have never killed a man, i see myself having no real problem in doing so. that's because i will not kill because someone tells me to. if someone seeks what i have to the point of killing me for it, then i am justified in taking from them, or so i feel. i grew up taking punishments not due me for various reasons. one day it donned on me to only take a punishment  that i was legitamitly due. in high school, i stopped saying the pledge of allegiance. many of my classmates stated that they would never go to war. by standing out of respect for others my then teacher got miffed and sent me to the hall. would you rather have the blind leading the blind, or have them all know why it is they take such an oath? especially when it goes against their claimed religion. christian, turn the other cheek. seems a violation of the 1A to me.
