I was walking down Elm Street in Montpelier with my gf and her dad, heading to dinner and coming the other way is a guy in a boonie hat, Black sleeveless T, green cargo shorts, and sandals.  I think he had a .45 in kydex, I didn't get a clear view as he passed to my left but we smiled and nodded at each other, said "how ya doin", and went on our way.

It's nice to see someone else on the street who shares the same values and is practicing their constitutional rights.  I'm sure it encouraged you to keep OCing.  I saw a guy OCing the other day, but he was a LEO, so I guess that doesn't really count....  But seriously though, hopefully I will be able to post a similar thread in the near future.  Keep on carrying!

Yeah, I wish I had stopped to talk to the guy, see what he was carrying and when and where he does it but I'm not sure the gf or her dad (Vietnam era Navy pilot) would have wanted to stand there while I shot the stuff with this guy. 

Saw a cop OCing the other day at one of the businesses next to my office.  Had a Compact Glock in kydex with his badge clipped next to it, jeans and tshirt.  Either that or he had one of those CCW Badges, doubt anyone's that stupid though.

Any prohibitions on carrying (OC/CC) at Universities??  I live in VA (with CHP) and will be travelling to VT for a graduate course...any thoughts?

Yes, there are restrictions to carrying on any primary or secondary school and university campuses in Vermont. You can't carry there, that's a Vermont state law.

But I've never found it a huge problem except when I lived right down the street from UVM's campus. But if you're driving through you're fine just stay on the city streets and don't walk onto campus with your weapon. The borders of campus are pretty obvious.

If you get pulled over you have no duty to inform in Vermont. I've only been pulled over once while carrying and I didn't say anything about my sidearm to the State Trooper, no problems. I don't see any reason not to inform and teh officer may appreciate you letting him know. I'd probably just throw my NH State Pistol and Revolver permit in with my license and registration.

You make it sound as if you just saw "Bigfoot" or the Loch Ness Monster.  If he indeed was OC'ing, I would say he saw a real live American.

Sandals don't have to mean "flip-flops".  I have a pair of Chacos that I wear sometimes when OC'ing.  Those sandals have a single strap that wraps around the whole foot and won't come flipping off if you have to run.  Of course I also have a pair of steel toed boots that get alot of mileage as well.

Yeah, I understand.  IMO "sandals" are not appropriate footwear for me in any public place other than the beach or pool.... maybe, but only if I'm swimming.  :)

Primary and secondary means K-12; college is post-secondary.

Is the legal restriction limited to K-12?

If you read the law above from the AG's website it does not define "school" within the text of the law.  I'm looking around now trying to figure out where I read that universities were included in that definition. 

I suppose they could legally be considered to fall under the definition of "school" and a police officer could arrest you and a DA charge you for carrying on "school property" without going beyond the letter of the law.  I suppose in this case the vagaries of the law would work against us here.  Anyone else have any idea?

VT rocks. I have OC from Brattleboro to Rutland to Burlington and everywhere in between and never had an issue...not even a stare or look....

I was searching on this topic and found this question and site so I thought I'd join and post my question here: anyone know if there's been either a court ruling or an attorney general opinion written on this question of whether or not this law applies to colleges? Most colleges seem to have a policy against it but the law is the more important matter...

Being as Green Mountain College is the last VT college I visited....i read this in there handbook.......

weapons (or items that may be construed as weapons) on College property.

 

Not sure what "unregistered" means.....I know when they music shows there..i see "no firearms" signs.....

I went to college in Maine and the school required us to register our firearms with security in order to have them on campus.  There is no law against carrying on campuses in Maine but because I was a student their rules applied to me lest I be expelled if caught.  Though I knew guys who kept firearms in their rooms, one of whom got caught, and they just slapped his wrist with a "strike" and told him to keep them at security.  I would often keep atleast one in my car, just in case, cause it took 30-45 minutes to check a weapon out from the security office.

IANAL but the Universities or "schools" themselves' rules are negated by Vermont State Law which bans them from all "school property".  I don't even know if you can have them on campus if registered and stored with campus security or if just passing through.  For once the vagueness of Vermont gun law works against us.

Firearms actually are allowed on school "property" (but not in school buildings) as long as the weapon is not carried or possessed with the intent to injure or kill someone in a crime (there was an attempt earlier this year to change that to make them not allowed on school property at all but it didn't get anywhere). So on college property is legal clearly (although the colleges tend to have policies against it) but it seems to me the law needs to be changed to exclude colleges from the definition of schools since it's really not clear currently, and I haven't been able to find any AG opinion on it or a court case that addresses it. I've only got less than a year left of college but still I hate being disarmed while in the buildings, just never know if some lunatic won't do something...no place is truly "safe" for certain.

The law on school grounds: "No person shall knowingly possess a firearm or a dangerous or deadly weapon on any school property with the intent to injure another person."

School buildings: "No person shall knowingly possess a firearm or a dangerous or deadly weapon while within a school building or on a school bus."
