Legal, so long as you have a CPL. The ferry would be considered a vehicle.

Just so I understand, the Ferries are state run and Mayor Nickels can't impose his illegal ban of the Ferries running out of Seattle?

You need the CPL to carry loaded on the ferry, not only in the car, because the ferry itself is a vehicle.

The Washington State Ferrys are part of the Washington Department of Transportation (DOT) and as such are vehicles as well as state highways. This may also be the reason motorcycles require a CPL to carry when riding on them.
