North Bound I-5 shoulder from the Puyallup River bridge to the exit at 54th Ave in Fife. We do not clean the center divider.


Date, time & place to meet:
Time: 10 AM
Date: 2nd Sunday of Each Month

Meet At: Large Parking lot just north of 20th Ave & Industrial Drive (see map).

I will have all the forms that are required by the state.
Some folks have been asking about the forms that are needed. One form is just a log sheet of everyone who picks that day and is filled out at each pick. The other form is a one time thing & requires the last four of your SSN ( to separate you from all the John Smiths). It is used in case there is an accident you are covered by the state L&I insurance (full medical). You can download the form and bring it with you or I will have some on hand.

Equipment Supplied:
hard hats
- not a requirement but suggested to wear in case of flying road debris.
reflective vests - if you have a reflective jacket or a vest of your own you can use it.
orange highway warning road sign
trash bags
pick up sticks / reach extenders (I only have 6 available)

gloves and boots



If we have snow on the ground then the event will be canceled and rescheduled.  For those wondering if there is snow on the ground check out this link:

So, what would be entailed in doing this? Monetary donations? Time in cleaning up?... and how much of the above?

Participating groups agree to clean up an "adopted" section of highway two to six times a year (depending on the highway and volume of anticipated litter) for at least two years. WSDOT will supply litter bags and safety materials. Typically, the assigned sections include two to four miles of roadside and may be of the participant's choosing or one suggested by the coordinator. Safety of the participants is the primary concern in determining where sections are assigned. Sections are assigned on a first come, first serve basis and waiting lists are maintained for the more popular areas or sections.

After pick up, volunteers send in an activity report describing the hours worked- this secures medical insurance for the volunteers and alerts WSDOT crews that litter bags are ready for collection and disposal. One person is designated as the “crew leader” to contact if the local coordinator has questions. A highway sign recognizing volunteer groups is installed along the adopted section of highway within six to eight weeks after the final agreement is signed.

A couple of us here in Utah tried to contact the Adopt-a-Highway person here to get this going.  After several weeks and lots of messages without hearing from her, we gave up.  I wish there were an office we could go into or something...

 I haven't gotten an answer on all my questions, but I did receive info that No Web Addresses or phone numbers are allowed on the signs.  So I will need different wording.

How about NorthWest Citizens Defense League?  I would really prefer a Open Carry reference.  It seems like VCDL is almost synonymous with OCDO at least in the OC community.  I don't know that there would be a connection there outside of that.

PM sent. So what is the name of the adopting organization for the Registration form? I like the NW Citizen Defense League, or some variation thereof. Cascade/Washington/something with fewer characters.

Perhaps 'NW Defense Volunteers'.

I think you have to have something Open Carry otherwise what is the point. You want Open Carry on that sign.

Depending on the speed limit many folks will not even notice your gun. The sign with

Open carry is the cream on the cake. It is a must in my veiw.

 I have alerted the person in charge who we are and our agenda. She is fine with that but we still have to be approved by someone higher than her.

I called Joyce and let her know I would come over and sign the papers this morning. I arrived in the parking lot and walked in the building. She came right up to me and said "you must be Bill." As we got down the hallway she said she figured it had to be me because of the pistol on my hip. No one batted an eye the whole time.

The paperwork is all signed and equipment picked up. Our sign will be in place in 6-8 weeks (or sooner). I have all the paperwork needed along with safety equipment. If you want to use the extended grabbers to pick up trash you will have to purchase it yourself (I suggest Harbor Freight Tools). No more than 15 folks and three vehicles.

No need to PM me with contact info as everyone picking will have a form to fill out. One form they only need once, the other is a roster of folks picking and. Once the form is filled out you are covered under L&I in case of accident.

All we need to do now is pick our first litter picking date. I drove by the area all last week and it looks really good however I did not get out to do a inspection. We are required to pick 4 times a year (min). I suggest we do a pick late July early August then we are in the clear till late October early November. April is a mandatory pick month.

I am going to turn my first post on this subject into the Pick Date & Time. As soon as we get the sign in place a pic will be added.

  I drove the shoulder today on the way home from work. It looks in good shape with very little trash. There are a couple of areas that are mowed on a regular basis.

Honestly, Skagit-Whatcom is closer for me than Fife is... plus I don't have to travel through "enemy territory" (Read: The People's Яepublik of Seattle). It would be even better if it were Snohomish County, as there's quite a few people up here: myself, expvideo, Lonnie, Agent47, etc.

Yano, something I thought about last night... what's stopping anti's from waiting to see the OCDO members cleaning up the stretch of road designated as "theirs" to keep clean and then the next day dumping as much crap as they can to show how "bad" we are? (barring the obvious "hurting the environment" and litter-laws, of course)

What I'm saying is, by marking something as "ours" it becomes a target, just in general.

Bad press for them if they get caught not to mention the nice littering fine.   And a camcorder on site can record the effort and progress of our group.

I dont think this  would be much of a problem.  If so we just go out and do it again.

Now days with all the Hwy cams out there it would a risky move for them.

When I was doing work for my local districts republican party a few years back I suggested that we do an Adopt a Highway.   I was told this had been tried once by King County Republicans and once "some people" saw the sign, they treated that road as their own private dump.

On my current schedule, I can't do Saturdays.  Sundays are okay, but weekdays  would work better for me.  Can we think about a mix of weekdays and weekends?  Shift work makes it hard to commit to things that those who have weekends free can attend.  I'm glad that I at least have Sunday off so I can make the monthly lunches.

I just threw a date out there but if Sunday's work better for everyone or we can find a weekday that's great too. Whatever the date I just have to inform the coordinator before we can pick.  This is to ensure there is no construction planned in the area or other issue that would prevent us from picking. It also alerts the WA State Patrol to roadside activity.

The weekend of the 23/24th is our scheduled OC meet. Will either the 16th or 17th work with most folks. I have to turn in the pick date at least 2 weeks before picking to ensure there is no conflict with scheduled state maintenance. I'd like to get a crew of 10 together for our first litter pickup. -Bill

am wondering if Bear will loan me his 45/70 pistol to OC to pick up trash??? My idea is that the state puts larger signs on the freeway why not carry a larger gun for all to see...?

Steve's is a normal Mosin not he pictured one.

I know Bear, but M1Gunr suggested the now-renowned "Tactical Mosin" which is most definitely a Class III firearm not allowed in our state for Civies.

In an attempt to hijack this thread...  :P  I'm wondering if a mosin came into this country without a stock, just as a barreled action, if one could turn it into a pistol gripped destructive device (registered of course) and be legal in this state?  Or would the fact that sometime 60 years or so ago it had a buttstock on it be iffy?

Of course I'm overly fond of the small bones in my hands, so maybe not!:what:

I seem to remember reading somewhere a long time ago that the firearm had to come from the factory in the condition that allowed it to be classified DD. This is why the Remington and Mossy Serbu-Shorty's are DD's and not SBS's; they came from the factory with only pistol grip, no buttstock.

How are we doing on the head count?  I would have to take a vacation day to do a Saturday.  If you've got enough I won't worry about it.  If you're short people, I will try to get it off.

Looking back through the thread it seems that I have enought folks scheduled for the 16th. However if everyone interested in picking could PM me to confirm the I'll have a more accurate head count. Everyone who picks must be at least 15 years old, so if you have that teenager sitting at home, bring them along (my daughter will be helping).

Ok, I'm back in town ready to do this. I did a drive by of the area and it looks pretty good. A few, if not most of the businesses have a private firm mowing the grass which will make it easy for us.

We'll meet at 10am tomorrow (Aug 16th) just north of the US Bank on the corner of Hwy 99 (Pacific Hwy) and 54th Ave in Fife (large parking lot) . PM me for my cell number if needed.

Remember to bring gloves. I have vests and hard hats.  If anyone has some FRS handheld radios they might be worth having on hand. I'll have a cooler of ice and bottles of water.

10am today Jim675, jarhead1055, M1Gunr, m1gunr's daughter Becky and friend Diana arrived on locataion to pick up trash along I-5 through the Fife curve. Other than being hotter than hell it was still a good meet despite the turnout.
The next pick up will be scheduled for early November.

We need to figure out one that's more North than Fife for the rest of us. Heck, even Seattle would be much better for myself, but I think you mentioned there was even some in Snohomish County.

Hrm, maybe we can get multiple stretches and have it covered from North Seattle Metro to South Seattle Metro with signs that OCDO members are keeping the streets cleaner (and Safer!) for drivers. :cool:

I haven't gotten an answer on all my questions, but I did receive info that No Web Addresses or phone numbers are allowed on the signs.  So I will need different wording.

This morning I saw an Adopt-A-Highway sign for an organization called handsfree.com.  Their corporate logo, which incorporates their URL, was on the sign.  This was Eastbound SR-516 just East of Meeker in Kent.

Folks it we have a small change in plans for our highway section. It seems that the state double booked the stretch of highway we have. Brown Bear Carwash pays a third party to clean the section of highway we were assigned and has so since 2006. What this means is that we have to be reassigned.
I chose the section that still gives us plenty of exposure but it means moving us a little more into Tacoma. We now have the section on the Northbound side from MP 134.8 to 136.8 which encompasses the Puyallup exit at MP135 and the Port of Tacoma Road at MP 136. They will be moving the sign in the next few days.

had I not brought it to their attention when I was looking for our sign no one would have been the wiser. We signed up for MP 135.5 to 133.5 and since I was looking for the sign at the 139.5 mark all I found was the BB car wash sign.
At least we got a area close to the one we had. It could have been I-5 at MP 90.

I re-read the rules and we cannot pick up on a holiday weekend.  So it will have to be rescheduled for another or several weekends that month. I will be attending the WAC gun show on Sat in April and the one in Elma as soon as I know the date. 

I am up for any day to pick trash or if we need to break the event into multiple days but we are required to pick up in April.  What ever days are most convenient for folks lets look at that. If 5 can pick one date and 10 another and 8 another lets do it .

Jarhead, Technoweenie and myself picked a small section of the highway today. You couldn't have asked for better weather combined with the big orange sign and Techno's car along the highway with his flashers going.

Next week 11th & 12th is a no pick Holiday Weekend. All remaining weekends we will be picking and more volunteers would be greatly appreciated.

All you need to bring are boots and gloves. I've got everything else.

More the merrier, they should get the stretch right adjacent to ours. People will see signs along the road and think its now mandatory to be armed for litter cleanup. ;)

Unlike your average Kiwanis, Boy Scout, or church group, they're armed not only with litter bags and poachers, but also Glocks, Smith & Wessons, and Sig Sauers. A large, diamond-shaped orange roadwork sign advises drivers: "Armed Volunteer Litter Crew Ahead."

"I have seen folks stick their arms out the window and wave. Some will honk their horns, but I have seen some with their face to the glass pointing at the guys picking up trash," says litter-control organizer Bill Starks of Tacoma. "Usually with those folks, I wonder if they took the time to actually read the orange safety sign, the one that says 'Armed Litter Patrol Ahead' with a picture of the gun at the bottom."

It is a peculiar vision: someone who is not a law enforcement officer or security guard walking around in public with a pistol. This is the Open Carry movement, comprising gun owners who, for a variety of reasons, aren't satisfied with concealing their weapons. The goal is to make the sight a more normal occurrence.

Washington is one of the 43 states where it is legal to carry a handgun without having to conceal it. But just because it's technically OK to walk down the street with a Colt .45 strapped to your hip doesn't mean a panicked citizen won't punch 911 into their cell phone to report a person with a gun wandering around downtown Seattle. Nor has it prevented skeptical police officers from stopping, detaining, and often arresting people who are legally open-carrying.

Gray Peterson, a self-described "progressive gay liberal," is probably the person most instrumental in first flying the Open Carry movement's flag in Washington. Moving to the state from Oregon in 2004, he began a one-person crusade to educate local law enforcement agencies. Using his own resources, Peterson has obtained legal advice, and began printing up "Washington Gun Rights" pamphlets to give to police chiefs, patrol officers, politicians, and the general public.

"As a person who is a gay man, I have an aversion to being in the closet about anything," Peterson says. When in Seattle, he doesn't want to worry about getting assaulted just because he and his partner are holding hands. "There are attacking thugs going into Capitol Hill to bash gays, and police are only there to mop up after the fact."

He says that by openly carrying, he is able to avert confrontation because criminals, seeing the handle of his semi-automatic jutting out of its holster, leave him alone. If he concealed the weapon—like most open-carriers, he has a concealed pistol license—Peterson feels he is more likely to get into a confrontation which will result in him having to draw his weapon.

Over the past two years, Peterson says he's marched in Capitol Hill's Pride Parade with his handgun in plain view. At the first parade, he was followed all day by Seattle police officers. Since then he's been left alone, but having police question him elsewhere is nothing new.

In 2007, Peterson was stopped aboard a Washington State Ferry. A crewman saw he was packing and called the State Patrol to deal with him. Peterson de-escalated the situation by complying with the trooper. Ultimately, Peterson was in the right: He says he was later told by the trooper that it is legal to open-carry on ferries.

Despite this, local law enforcement will still stop gun owners who open-carry, particularly when panicked citizens call the cops when they see someone with a gun. "Obviously someone carrying an open handgun in an urban environment is a concern to us. It is very unusual for us to find someone carrying open," says Sgt. John Urquhart, spokesperson for the King County Sheriff's Office. "Any call we get about a person carrying a handgun openly, deputies will contact that person and, depending on circumstances, may or may not take the gun away for safety reasons."

Urquhart cites RCW 9.41.270, which states: "It shall be unlawful for any person to carry, exhibit, display, or draw any firearm...in a manner, under circumstances, and at a time and place that either manifests an intent to intimidate another or that warrants alarm for the safety of other persons."

Ultimately it comes down to an officer's judgment. During last month's antitax Tea Party Protest at Seattle's Westlake Park, at least two men were open-carrying in the crowd. There were well over two dozen Seattle cops on the scene, and they didn't look twice at the duo. In fact one of them, Jim Beal, a Vietnam War veteran from SeaTac, posed for pictures standing in front of the police and posted them at OpenCarry.org, the movement's official Web site.

Not everyone is happy at the thought of folks walking around packing heat. "It is legal, so they are free to do that if that's what they want to do," concedes Kristen Comer, Executive Director of Washington CeaseFire. "The question to ask is whether or not their fellow community members want them engaging in that behavior. They [open-carriers] may feel safe knowing how to handle a handgun. [But] a lot of people in the community see them carrying a gun and don't."

Dave Workman, an editor at Gun Week magazine and author of the book Washington State Gun Rights and Responsibilities, says that there are many folks within the gun-rights community who feel that open-carriers are a political liability.

"The movement itself is a small segment of the gun-rights community. And some of them can be in your face about it," Workman says, adding that there needs to be an education effort to explain that open-carrying is a legal practice and that people shouldn't be alarmed. "If a person is walking down the street with a gun on his hip, going about his business, that's not a crime."

Nationally, the Open Carry movement was organized by a pair of law-school students, John Pierce and Mike Stollenwerk, who live in Virginia. Using the slogan "A right unexercised is a right lost," the duo began organizing open-carriers in the Old Dominion State before expanding nationally. OpenCarry.org provides a forum for members to discuss pertinent legislation and legal cases, gun safety, and where you can and can't carry, as well as more esoteric topics such as gun, ammo, and holster preferences.

"Open Carry has been growing since 2004," Stollenwerk explains. "People increasingly see it as a valuable right that augments their concealed rights."

Stollenwerk says the movement has attracted people of different political stripes. Success has followed, as several states have solidified the concept of Open Carry as a right. The latest victory came last month, when Wisconsin's Attorney General reversed rules prohibiting the practice. And in 2006 the Ohio legislature passed a bill pre-empting open-carry bans in individual localities, overriding a gubernatorial veto in the process. In California, Open Carry is allowed only in rural areas, and the movement is trying to garner public support to legalize Open Carry in states like Oklahoma, one of six—with Texas, New York, Arkansas, Florida, and South Carolina—where the practice is banned.

It's difficult to gauge just how many people open-carry. Stollenwerk says his Web site has 18,000 registered members. Last summer, 400 open-carriers attended a picnic in Kitsap County, the movement's largest gathering in the state.

Locally, Washington Open Carry holds informal meetings at Dino's Greek and Italian Restaurant in Burien. The owner has a sign on the door reminding customers that lawful weapon carry is permitted inside. It's at these get-togethers that Open Carry enthusiasts discuss ways to get the word out about the movement, such as adopting a highway.

The local group has been cleaning its stretch of I-5 since last August. Their idea was sparked by a campaign by open-carriers in New Hampshire who picked up trash while patrolling neighborhoods. Starks says that Open Carry groups in Kitsap County and Spokane are considering adopting highways too.

Starks says the goal is to help normalize the movement and to show they are good neighbors. Their efforts might be paying off. When filling out the paperwork with WSDOT, office staff didn't bat an eye about volunteers being armed alongside the interstate. Rather, their only concern was that the Adopt-a-Highway sign couldn't have a dot in the OpenCarry.org url.

Due to all the recent press we've been getting the folks over at Litter patrol Headquarters tell me I can no longer use the "Armed" orange sign.

I live in Port Orchard and see your group made front page in the Kitsap Sun.  I was notified by HQ that you can not use this sign on the highway as it is not a approved traffic control sign.


I however, may have a workaround.

the real problem is that it's causing to much attention, and someone made a phone call, who made a phone call to someone else, that didn't like the idea of the DOT supporting us, or advertising armed people on the side of the road doing a normal activity...

so a peacefull solution, pick a different color sign.... as long as it doesn't resemble a traffic sign Orange, Green, Blue, etc, it should be fine. But finding a different color sign might be a problem, those types of things are not easy to find....

Oh it's easier than you think. For the low cost of $92 plus shipping I can get it in orange or yellow, however if the sign is attached to a vehicle then it is not a road sign, its advertising....

That's great to hear, so either put the orange one on the back of someones truck, which might be a good idea anyway, just in case someone run's off the road. Something else to run into before they get to us. or get an yellow one.

i don't know what my schedule is like for the 14th, but most likely i'll see you guys there.

Does any other Litter patrol use any similar signs? If so this just a case of discrimination. Plus they had no problem with it until people complained about the wording? Hmmmm. Wackos.

No idea if they would fine me but they did want the sign back. I told them it was vinyl lettering so there was no need to replace it. I have a backup sign to use on the road and the other will be fitted to the vehicle.

I'm looking into getting a 3 foot yellow sign just so its a bit different and fits on the vehicle better. Will this sign be at every OCDO outdoor event? You betcha!

Jarhead, Seattle Eric & myself showed up. I decided to cancel the pick due to lack of members and the approaching thunder/lightening storm.  We went to the Poodle dog and had breakfast and got to know one another.

the road is divided into 3 sections - northbound, southbound & center divider. Volunteer groups can only do the north & south sections. The entire center divider is taken care of by a licensed and bonded company paid by groups and business to have their logos on the AAH signs.

After they pass the mandatory stolen weapons check, I don't see why not.  I was told anything we found that could be recycled, the proceeds belonged to us if we so chose.

The center divider through Fife is in the process of being changed into HOV lanes. Most of the shoulder on our side has been fenced off and at times have equipment stored on them.  With that said Oct 11th will be the next pick date and I hope to see lots of folks there.

Where did the location of our stretch of roadway wind up?  I read the thread and it looks like it started out in one place but then moved to a different place because Brown Bear already had the original place.

Also, did a permanent sign ever get installed by the state, and where is it?

80 people showed up for the river cleanup and I have a hard time getting 5 to show up for a program that many wanted to be involved in. If things don't pick up soon (no pun) I'm going to drop the program.



Volunteers make clean-up effort
on Puyallup River successful

OLYMPIA - Enforcement officers with the Washington Department of Fish and Wildlife (WDFW) credit the success of a recent clean-up effort on the Puyallup River to anglers, community members and local businesses who volunteered for the event.
More than a ton of garbage and debris was removed from the lower portion of the Puyallup River during a work party sponsored Oct. 3 by Sportsmen for the Preservation of our Rivers and Streams - a local angler organization. The group's achievement went beyond expectations, said WDFW's Sgt. Ted Jackson, who participated in the event.
"It's no secret that the Puyallup and other rivers have suffered this year with garbage and gear left behind by some anglers fishing these waters," Jackson said. "During the clean-up, volunteers found plenty of other garbage as well. It's encouraging when folks step forward and do an outstanding job to clean up these areas, which are so important to the health of our fish and wildlife."
Rosendo Guerrero, a longtime angler and founder of the new preservation group, organized the work party, recruiting approximately 80 volunteers to assist in the clean-up. Volunteers included local anglers, People for Puget Sound, a City of Puyallup work crew, a City of Puyallup council member, WDFW enforcement officers and community members.
